Based at the University of Cape Town (UCT) in South Africa, Professor Sarah Chapman is a monitoring, evaluation and learning (MEL) professional. An experienced practitioner, Chapman has supported a wide range of international monitoring, evaluation and learning projects spanning public health, agriculture, education, and disability sectors. Before joining UCT, she worked for three years at Columbia University’s Centre for Global Health and Economic Development, specialising in Monitoring and Evaluation design and analysis of complex global development initiatives across sub-Saharan Africa. More recently, as part of South Africa’s National Evaluation Plan (NEP), she has led the implementation several major evaluations on national programs and policies.
Chapman has a particular interest in evaluation approaches that use culturally appropriate methodologies that support marginalized communities. She has published widely on culturally sensitive evaluation approaches, and decolonized evaluation theory and practice. She is the co-convenor of the University of Cape Town’s Masters and PhD in Program Evaluation, where she has a rich experience in teaching evaluation theory, methods, and application.
